1998 Topps Baseball continued the trend of a small flagship set. Split between two series, it runs just 503 cards. 1998 Topps Series 1 has 282 cards while Series 2 has just 221. Cards have a fairly thick gold border, which is a big change from the white borders of recent years. The nameplate at the bottom of the card goes heavy on the foil with the player's name in large block letters. The foil at the bottom of the letters go on to form a block that holds the team name.

It took a while but 1998 Topps Baseball marks the debut of Alex Rodriguez in the flagship set. Because Topps signs players individually, they were unable to reach an agreement with the then Mariners shortstop for several years.

Card 7 does not exist. It was retired in 1997 in honor of Mickey Mantle. This marks the second year in which the spot was left open.

The only key rookie card in the set is Troy Glaus. He appears on a Draft Pick card with J.J. Davis.

1998 Topps Baseball has one parallel set, Minted in Cooperstown. Cards have a bronze foil plaque on the card fronts that were were stamped on-site at the National Baseball Hall of Fame.

Special foil stamped factory sets were also produced to commemorate the inaugural seasons of the Arizona Diamondbacks and Tampa Bay Devil Rays. The sets were sold at team shops and stands in Tampa Bay and Phoenix.

Roberto Clemente plays a major role in 1998 Topps Baseball. Each of his 19 base cards are reprinted with a foil stamp. They are also available in Finest and Refractor versions. Odd numbers are in Series 1 packs while even numbers are in Series 2. Topps also made versions that were stamped and sealed inside a plastic case. These cards are only available in special retail tins. One is also included in every 1998 Topps Baseball factory set. 1998 Topps Baseball has lots of basic inserts that focus primarily on the game's biggest stars. Etch-a-Sketch is one of the more unique inclusions. The cards use artwork from George Viosich III, who used the Etch-a-Sketch toys as his canvas to draw detailed images of the nine featured players. Inserted in Series 1 packs, Inter-League Mystery Finest inserts use a cover to hide who's on the card. Collectors must peel the cover off to not only reveal the player, but whether it's a basic version or a Refractor. Series 2 Mystery Finest cards follow a similar approach but the player is displayed. The mystery element is to reveal which version of the card. Each of the 20 cards have Bordered, Borderless, Refractor and Borderless Refractor variations.
