After gradually increasing the number of cards in its hockey sets over the previous two decades, 1976-77 Topps Hockey saw a reduced the number of cards. Despite the smaller size, the set still contained its share of specialty cards.

Once again, Topps went with a generic style for the fronts. The player's picture is either posed or taken from a game, and remained a big part of the design. Above the photo is a team name with a slightly tilted curve and a corresponding logo. The player's name and position appear along the bottom of the card. Backs are horizontally-oriented and have a statistics line across the top. Below that is a puck-shaped icon with a card number, along with the player's name and vital stats. Two boxes take up the bottom. The left box has a short biography and the right one contains a cartoon about the player.

The first six cards in 1976-77 Topps Hockey feature league leaders from the previous season. All-Star players are given a medallion-shaped icon on their base cards. Card 132 through 149 are team cards, which have a team checklist on the back and are arranged alphabetically by city name. The final card of the set features the previous season's Stanley Cup champions. There are two regular checklist cards in the set. The Colorado Rockies are noted as the team moved from Kansas City. Two new subsets appear in 1976-77 Topps Hockey: cards 65 through 68 feature record breakers from the previous year and cards 214 through 218 show multi-player cards in a similar fashion to the ones Topps once used in its baseball sets.

A smaller set size limited the number of rookie players. Bryan Trottier and Dennis Maruk were only two notable rookies in the set. Trottier did get a second card in the Record Breakers subset.
